from what the maximum limit said, for vip if you attract positive attention they will promote you automatically, for vip they have worries about mods being too popular, dunno whats the excuse for public other than bandwidth issues.

that leaves like free "anonymous" user mode access for everybody.

By this way a developer takes more time for better quality tools
and the forum will get much less annoying spam answers. :smile:
